Have kids from 6-15 gotten so much more bratty?

I am 39 and I have three children. People do not think that it is their responsibility to teach their children how to behave and to have manners. They think that it is funny when they act like this. Then they turn around and blame the schools for how their kids act when they are acting like this towards them. The school is not suppose to teach them how to act, their parents are. People need to take back control of their children. Mine do not act like that and never will. I have witnessed this and much more. It makes me sick.
