Is it bad to go to jail on a regular basis in Elder Scrolls: Oblivion?

Going to jail has a chance of lowering your stats, as well as taking away all of your stolen items. Fortunately, the only thing preventing you from joining guilds is bounty, which gets eliminated upon arrest. If you manage to escape from jail without getting caught, your bounty will remain but you wont loose any stats, and you also have to steal back ALL of your items (not just your stolen items)
