HERMANN Muller?????????

Ok my teacher gave me an ignment Im supposed to make a wanted person poster the person is "Hermann Muller" I need 3 Baseline facts about why he could be wanted.... All I know is hes from Germany was chancellor twice In 1920 and again from 1928-1930 and Foreign Minister from 1919-1920. I REALLY NEED HELP!! ANYTHING WILL HELP THANKS!!!!!!!!!
